This is Tibicen superba. In my opinion one of the prettiest of the Tibicen species out there.
The specimen in the picture looks to be male. An example of its calling song can be found here:

I think it’s an Annual Cicada – Tibicen chloromera
Also commonly known as dog day cicada.
